So I was circumcised very tight and as a teenager it caused a very downward curve and extremely tight skin on the shaft. I didn’t know any better back then and in my mid 30s I started restoring. I got to the point where I had some loose skin and my penis is now straight. I was happy with that for many years but decided to go back to tugging and go for full coverage. I noticed the first time around that the skin on the bottom was always where I felt the tension and it also seems to respond the least to tension. I’m thinking the bottom of my shaft is a scar from my circumcision and I was just curious if anyone else has had similar experience, and what they may have done. I’ve just started using scar away gel in the hopes that it helps the scar become more stretchable because it’s definitely not now.

Welcome to the forum.
I also have a downward curve and was circumcised very tight. I had almost no inner skin starting out. I've focused only on stressing my former inner skin remnant since the beginning of my restoration in 2009. I still don’t have enough inner skin at CI-9. The good news is that my scarline is getting very closer to my flaccid rollover point and my downward bend is not so noticeable. In my situation I have never used a strap to tug....only reverse tensioning. This is an important consideration when starting out.Check Out My Progress Gallery Presently a CI-9

I was cut very tight, with almost no inner skin. No skin movement when erect. It took a long time to grow enough skin to get enough movement to cover the glans. I used very little tape on my inner skin, with the thought that would help trigger more cells in the inner skin.
I never felt that some parts were harder to grow, and had less stretch, but then I just focused on the inner skin, so nothing was moving and it took a long time to gain skin.
As far as the scar, it has faded and become more diffuse over time. Now I can barely tell where it is, and I cn no longer use it to align tape, if I were still taping.
Not sure if any of that helps, but that is my experience.
