Been back at restoring pretty routinely and I've finally made it over the hump to where my skin rolls over flaccid almost 100% of the time. Great news super excited, but recently I've also been noticing redness in the area that's always covered. Its more red than pink, doesn't hurt at all or itch and is brighter just after a shower and gone after sleep. Is this balanitis or my skin shedding un-needed layers and this is the pink color I'm meant to have? Oh and no discharge either. Thanks guys.

It is hard to know if that is a problem or not. It does look red, like there is an issue, but if there is not pain or itchiness, then it seems not too bad, so maybe not. If you are concerned, I would see a doctor. they can do a better diagnosis than we can. I would also share with the doctor that you are restoring. Doctors can only make recommendations, you do not have to follow their recommendations.
You can, of course, simply wait and see.

If you stop restoring and the redness goes away, use less tension when you go back to restoring.Check Out My Progress Gallery Presently a CI-9

...And like Nthehood said, a doctor's opinion would help. I have seen my urologist for questions while restoring. I see him regularly for old man syndrome 😁 and ask him then.Check Out My Progress Gallery Presently a CI-9
