I was wondering if you tug your inner foreskin and your outer, does it grow both or just the one?

I would think so, it is hard to come up with a hypothesis of how applying the correct amount of tension to both would result in only one growing. But that is the key, applying tension to both. I think it is better to think of the skin as a sheet of cells, anyone of which could be triggered to divide at a given time. Studies I have read suggest that at any given time, about 5% of the cells are dividing, so both the inner and outer should be able to grow at the same time.

mitosis is a continuously ongoing cellular process throughout the body

if you break both arms, will only 1 heal at a time?
