Pain or skin damage are the ultimate indicators of "proper" tension. What's "proper" for you will not be the same for others.
FWIW, I can wear a 22oz PUD (that's 1 lb, 6 oz) taped to the end of my foreskin ALL DAY (10-12 hours or more) without any pain or discomfort and w/o any skin tearing caused by the weight. I don't think many other men can do this. I've also attached a 2lb weight to the end of my Tugger just to see how it would feel. No pain or discomfort but it's too much weight for the Tugger to handle; it eventually falls off due to the lack of sufficient friction.
Normally, I wear a Tugger 5 days a week for 10-16 hours a day. Tension is set for me where it pulls sufficiently so that I can "feel" and see the stretch. I have to use a 1 3/8" spacer under the Tugger to fill the gap when my foreskin is stretched in order to provide sufficient tension on the skin placed between the skin cone and tugger body.
Ron use to sell the spacers (then called "packers") for use w/the normal Tugger, but I do not see them on the Store any longer. However, he does still sell spacers for the TLC-X which work the same way. The "packers" he sells now are extended tugger bodies that you can buy in different lengths but these "packers" are less versatile than the spacers that I'm using which I can combine in different ways to adjust their combined length.
