I got into foreskin restoration because I've read multiple times that restoration can get the hair to go back down to the base of the shaft. However, there has been two occasions that I have read that restoration does not help this issue. So, has anyone here had success in getting the hair to go back to where it belongs?

With restoration, you'll grow both outer and inner skin.
- Outer = the shaft skin from where your hairy scrotal skin ends to your circ scar
- Inner = the skin from the circ scar to where your glans starts.
So, if you were cut tight, your scrotal skin is drawn up your penis, specially during an erection (turkey neck).
With tugging, your skin will eventually grow enough to let your scrotal skin recede to where it belongs.
In the worst case scenario (having too short outer skin, IMO), restoration will expand part of your scrotal skin but the number of hair follicles will remain the same. More skin + same hairs = hair less density (more spread out), and with any of the available hair removal methods, you can get rid of any undesired hair on your shaft.

Yeah hair on the shaft skin is really a demoralizing issue to have. As far as Tugging/foreskin restoration alleviating the issue, the answer is yes and no. It really depends on the method you use to tug. One thing I can say for sure is that no method will increase the amount of hair on the shaft skin, but some methods are better at moving the hair down to the scrotal area where it belongs.
For example, let's say you use a TLC Tugger or the DTR using only the "Tugging" function (NOT dual tension) When you apply the device, if you trap any hairy skin between the plastic bell and the silicone gripper, chances are that hairy skin will not move back to the scrotal area because the tension will cause skin growth at the point where the skin enters the gripper AND below that point. Thus any hairy skin inside the gripper will appear to stay in the same place. Although, hair below the gripper junction will eventually move down to the scrotal area.
Now, if you use the dual tension function, even if you have hairy skin under the silicone gripper, it will slowly move toward the scrotal area because you're accelerating the speed you grow the INNER skin which has no hair on it, in addition to shaft skin growth. With this method you're putting the majority of the Tugging force on the inner skin with moderate tension on the outer shaft skin (the skin you actually see once you've applied the dual tension device). So up to this point, we see that dual tension is better than traditional Tugging with a device if you have hair all the way up to your circ scar (although the proportion of outer-inner skin and the amount of hairy shaft skin is different for everyone, keep in mind).
Finally, the absolute best method to move hairy skin to the scrotal area is manual Tugging. Hands down (pun intended). This is because you can grip your skin directly at the circ scar (tensioning both outer and inner skin) while making sure you don't grip any hairy skin. This is method 3 of manual Tugging and is my personal favourite. Manual Tugging allows you to target any area of skin with utmost precision because you're using your fingers and can see exactly what you're Tugging. Manual methods are also just as efficient as using a device. For about 2.5 years I used a DTR but found it cumbersome for my lifestyle and I also felt my gains were stagnating. I switched to manual Tugging about 3.5 months ago and my progress is as fast if not faster than before. With manual you can use really high tension until you feel discomfort, then stop and rest. Using a device with high tension is more difficult, painful, and dangerous. I have personally found 15-30min per day of high tension Tugging is working very well and my hair is slowly receding to the scrotal area because I tug using mostly method 3 (with some method 2 at the end). In my experience though, holding for anywhere between 5-60 seconds, then releasing for a few seconds and repeating is just as effective plus your hands won't get tired as quick. But I personally use as high tension as I can without pain. If I used the tension I normally do, but for 15-20minutes, I'd likely be causing skin damage. So 5-60seconds in repeating cycles works great for me

This will get better with time since the hair follicles spread out and the skin with the follicles expands slower. Don't worry too too much about it.Started CI-0 with no movable skin and 0% FEC
Currently at CI-4 with 64% FEC

Just so nobody misunderstands, shaft hair doesn't actually move from one place to another. It grows in the same place as always, where nature placed it on your shaft, and that place is under the skin, not in it. So the follicles will always be in the connective tissue (the stuff under the skin). But as you add more and more new skin you won't be adding follicles because they don't expand with tension; you won't add more hair follicles with tension, in other words.
When you have enough new skin you'll be able to pull that down and make a tube out of it, and as you continue to add more expanded skin then that tube will be enough to make a longer and longer tube out of it. For a while some of the skin you pull down to make a tube shape will be some of the original, unexpanded, skin, so there will be a few hair follicles growing through it, but as you add more and more new skin it will have no follicles under it, so your tube will be barer and barer of hair. This is what makes it look like your hair is "moving" closer to your pubic area.
