When you have slack that lets you force-cover the whole glans (while nudging the glans back and raking the skin forward) then you can apply a tapeless device.
Basically the TLC Tugger gives you simplicity and the most precise fit. The TLC-X gives you control that is unavailable with any other system. You can use TLC Selects with it to fine tune the device length to keep up with your increasing slack. This lets you target a specific Future Flaccid Roll-over Point on your skin tube to always be worn at the skinniest part of the device, for the most natural looking puckered outcome.
If you are starting out tight and maybe doing manual tugs or tape to get you ready for tapeless, then you will be ready for the TLC Tugger a few months sooner than you will be ready for the TLC-X (because its Pusher makes the device longer).
I bought a TLC Tugger about 5 years ago. I was disappointed with it for various reasons-- mostly that it didn't tension the shaft skin like I'd hoped it would-- and I switched to manual tugging. My YourSkin Cone recently disintegrated (poor thing led a hard life), so I ordered a TLC-X and am expecting it to arrive tomorrow. I'll report back on what it's like by comparison.
I guess my vote at this point is go with whatever you think is best for your budget and supplement with manual tugging.

We have control over the inner-outer tension ratio by how we apply the device. To maximize tension in the outer facing skin start out very thoroughly flaccid and work skin up from the base as forcefully as you comfortably can. The point is to induce a roll-over point in the gripped skin that's closer to the base, further from the glans. Then when you apply the strap or weight the tension will be focused in the outer facing skin.
I can cover my glans easaly with my skin. So its better to buy the TLC.X right?
And if I buy the TLC selects i will have a better looking result?

Yes, you have understood me. If I was starting today I would use the TLC-X with TLC Selects http://tlctugger.com/product/tlc-x-e...le-tugger-kit/. The TLC Selects would not be used very much until I had the slack to let me force skin over the whole glans while erect.
