Unfortunately, according to the second paragraph ... the deadline for submitting responses was 7 December 2015
"To be assured consideration, comments must be received at one of the addresses provided below, no later than 5 p.m. on December 7, 2015."

This is a very broad request for comments, and some issues readers might like to address include circumcision device trials ( eg http://circwatch.org/the-good-samari...on-experiment/ ); and the issues surrounding biobanking of foreskin specimens collected from men and boys both in the U.S., and by U.S. researchers abroad (eg HIV + and - men circumcised in Africa).
