According to what you describe, I wouldn't say you're "circumcised", as per the definition, since no tissue was cut off from your penis.
How long have you been restoring / lengthening your foreskin? Your current CI-Level is a good starting point, with the added benefit of keeping your original "hardware" intact (or without the added drawback of being ripped off one of the most sensitive parts of your penis).I guess i'm lucky for only having this sense i still have the frenelum and ridged band
